Where does Reklaim operate facilities?
Our first facility is located at the Port of Morrow in Boardman, Oregon. We have obtained all the necessary land use and environmental permits. After a complete testing and commissioning process we will begin our first phase of operations in 2008.
Have all of the environmental and potential health harms been assessed — both short and long term?
We have spent more than four years developing the process and designing a facility that is safe and does not negatively impact the health of our employees or the communities in which we work. Reklaim facilities undergo a rigorous permitting process through local, state and federal agencies before being allowed to operate.
Where do you get the tires?
Our tires come from tire aggregators which are businesses that collect scrap tires from tire retailers. We do not pull tires from landfills and all the tires that are delivered to our site have come directly from retail stores that remove passenger tires from cars and store them in enclosed areas.
How will tires be stored onsite?
Tires are delivered in enclosed trailers where they will remain until they are added to the process. The truck trailers are secure 24 hours a day. There will be no outdoor tire piles.
Additionally, the tires are "new scrap" which means they were removed from a car at a tire store, put into the truck container and delivered directly to the Reklaim site. Once at the site, the truck will back up to the building and we unload the tires directly onto a conveyer belt and into the process.
Will the tires bring insects and rodents to the community?
Because there are no tire piles to collect rainwater, the operation will not add to the insect and rodent population in the community.
How will the emissions from this facility impact the local air shed?
Reklaim has secured an Air Quality Permit through the Oregon Department of Environmental Quality (DEQ). We have also received a solid waste permit and a tire storage permit through the DEQ. We believe our emissions will fall well below the maximum standards set by the regulators. On-site emissions are regulated by the DEQ and the Environmental Protection Agency.
Will there be smoke and odors coming from the plant?
Reklaim's process does not produce smoke. There is no burning or incineration of tires involved. The tires are decomposed in an enclosed, continuous flow processing unit. This process converts the solid to a gas in a low-temperature, nearly oxygen-free environment.
Discharges to the atmosphere are treated to remove possible odor-generating components. The plant is not expected to emit strong odors. The "smell" would be similar to if you were standing on a street corner and a large truck passed by.
Will the development of the facility impact surrounding sensitive lands (i.e. wetlands)?
No. All products are packaged in sealed containers and are not exposed to rainwater. Water that is used in the process will be collected, passed through and oil and water separator and discharged into a bio-swell.
How much waste product will be produced from this activity?
Nearly all of the incoming tires are recovered as salable products of heating oils, steel, and carbon black. Electricity will also be generated for use on site. Approximately 1% to 3% of the weight of incoming tires, consisting of reinforcing fibers and mineral tire additives, will represent a waste product for disposal.
Where and how will the waste products be stored?
The waste materials are separated from purified products by continuous processing equipment, and deposited into closed containers for disposal. There are no piles of waste products onsite. All products for sale or disposal are packaged and shipped from the Reklaim plant site weekly.
Other companies have tried this process in the past. Why will Reklaim be successful?
We have researched and learned a tremendous amount from the problems that other companies have encountered with similar technologies.
Reklaim will own, manage and operate our own plants so we can control the process and operations rather than leasing the technology to other companies. Management operations include plant efficiency and safety as well as environmental monitoring and control.
We will not stockpile tires. Instead, tires are stored in closed containers and moved through our process in four to six days rather than being stored onsite for lengths of time.
The products produced through the Reklaim process (oil,carbon and steel) are in demand in the marketplace and are expected to generate profits well into the future.
What is the net environmental gain for our community? We are not near a landfill or tire plant, nor does the community currently produce tires; why should we be responsible for other peoples’ garbage? There is one scrap tire produced each year for every man, woman and child in the United States. Everyone who drives a car and buys tires is responsible for contributing to and finding a solution to the problem of waste tire disposal. It is not isolated to just those communities or businesses that produce or stockpile tires.
